Menu background videos and tutorial video popups won't work on GE-Proton versions after GE-Proton9-5 due to VP9 codec issues. Official Proton 9 (Beta), Experimental, and older GE-Protons (8-32, 9-2, 9-5 tested) work properly.

Tinker Steps:Custom Proton: GE-Proton9-20

There's an issue where background video in the menu isn't showing up, but it seems like this is not a linux-exclusive issue. Everything else works perfectly OOB.
