im ok with a playable game but you do lose out on the graphics. So i won't assume anyone else will like it.
Check out Cryobite33's videos on Youtube! He has one for Starfield and one a tool he created to boost performance in general. Between those fixes and maxing fps at 30, New Atlantis is pretty stable barring an occasional stutter.

Don't listen to the commentators from below. There is no stable 30 fps in the game, no matter how hard you try. Save your money!
The interface text is too small and pixelated
Your ears will enjoy the constant crackling. I have not found a solution to this problem.
There is no stable 30 fps. Even at the lowest graphics settings with fsr 3.0 with a screen resolution of 50%, fps does not rise above 26 even on empty planets. In big cities, you will experience hellish pain and irritation in the eyes from the magnificent 13 fps. Add to this the potato graphics and the terrible blurring of the picture.
Often the game crashes at random moments.
Until the last patch, the game worked stably at 30 fps with fsr 2.1 and 80% resolution scaling. Now, even with fsr 3.0 and scaling of 50%, you will not achieve a stable 30 frames. The terrible potato graphics with unbearable blurring are complemented by disgusting crackling right into your ears, which cannot be removed in any way. Just forget about the starfield on the steam deck.
With some easy to apply tweaks, Starfield runs great on the Deck! The main issues concerning performance are in New Atlantis and Akila City.
Some changes to the graphic settings preset .ini's, as well as some graphical tweaks in the StarfieldCustom.ini file.
There's a new setting at time of making this report that states when it's toggled, it will enable one to seemlessly use both controller and M&K inputs at the same time. This would be a useful feature for setting the right trackpad to mouse or any other assortment of keybinds to the Deck's buttons, but all this setting does from my testing is stop controls from working at all. This forced me to force-quit the game and re-toggle the setting from the main start screen.
Recent updates have made Starfield run quite a bit better on Deck through the use of upscaling tech and much needed optimizations to the game on Bethesda's end. To further increase performance (30-50 FPS on ANY planet/dungeon), one can lower the graphics seetings to bare minimum and set render resolution to 50% (Which looks better than one would expect thanks to AMD's FSR 3.0).
Another thing to DRASTICALLY improve performance is to install the Steam Deck Essentials .ini files off of Nexus Mods. I chose the "Balanced" preset and get a fairly consistent 45-60 FPS, excluding New Atlantis and Akilla City, unfortunately.
Though the game is playable out of the box, Deck users should consider looking for ways to bypass its poor optimization by either installing Steam Deck specific tweaks or editing the .ini files themselves. 50 FPS is what I run on average, but even with the tweaks applied, major cities and some POI's exteriors can cause dips down to 30 FPS.
Overall, not a bad way to play Starfield at all.
As for the version 1.12.30 works at 30fps most of the time, except Akila City and New Atlantis.
Settings: all low, medium textures, high motion blur, FSR3 50%. Lock Steam Deck at 30 FPS.
Graphics looks nice, but a bit blurry.
Works at 30fps most of the time with accasual minor drops. The only exceptions are New Atlantis and Akila City. In this locations fps is usually 22-26. A workaround I'm using is to explore the city, and then use fast travel on the city map to jump between places.

The game crashed once for me when I accidently went back and forth locations that separated with a loading screen (actually it hanged, so I had to restart Steam Deck).

(Updated 5/8/24 in Steam Beta v1.11.33) Much better than before, but still requires additional set up to get working without significant problems on Steam Deck. Would recommend CryoUtilities, changing UMA Buffer size to 4 GB, and using the latest Proton GE (GE-Proton-9.4 in my case). Set all game settings to low, 65% render resolution, FSR3 with Frame Generation off. With those settings, the game was playable at 30 FPS with decent battery life and didn't look too bad in most cases. Probably can get higher than 30 in some cases (small ships, some planets), but will still suffer from framerate drops in New Atlantis, Akila City, and planets with a lot of rendering (e.g. many animals, trees). All in all, probably not the best way to play Starfield, but definitely workable if you want to play it on-the-go or away from your gaming PC.
Runs great at medium graphics with FSR
It is most enjoyable when you're exploring planets.
Did not have the proper resolution. The did fully fit on the screen but switching between the game and the menu made it look really stretched.
Anytime I fired my weapon I had some slow down for about half a second or so. While in a little outpost it was well bellow 30fps, hovering around 15.
It's not as bad as I was expecting it to be on Steam Deck. I wouldn't only play SF on the Deck, but for wandering around planets, maybe scanning flora and fauna it'd be great! But get into a fire fight or even smaller settlements and you're in for a choppy time.

Downloaded ProtonUp-Qt in desktop mode and installed latest version and then everything worked great!
I had to download ProtonUp-Qt from the Discover store on desktop. I then opened it and installed GE-Proton8-25. Then back in gaming mode i had to force experimental mode and then select GE-Proton8-25 from the dropdown of proton versions.
The game runs fine on the lowest settings. Obviously it's better playing on my PC but this is totally fine for continuing where I left off while travelling!

Hitting 45fps requires significant downgrades, and will get lag spikes when in cities.
20 FPS in cities, maybe 40 if you run on low. With Low + Dynamic resolution on, its like playing while looking through a goldfish bowl. Would not recommend until Bethesda optimizes performance.

Required a ton of additional set up to get working initially on Steam Deck. Installed CryoUtilities, changed UMA Buffer size to 4G, and forced Proton Experimental. With those settings, the game was playable at 30 FPS with decent battery life and didn't look too bad in most cases.
Now after the 1.8.86 update, the game experiences a fatal instability when opening the menu the 2nd or 3rd time and hard crashes the deck.

Loved every minute of Starfield on my Steam Deck, unmodded!
I'm not one for writing much in reviews but I've got 100 hours in Starfield on my Steam Deck. It's totally unmodded although I did need to install the Preview versions of Steam OS to get it to run well. That was a few weeks back so it's possible that the main OS releases have some updates but if you are happy with 30FPS (most of the time), then it works fine. Sure the graphics aren't the best on a Steam Deck but I've got 100 hours in the game so it's not that bad! Also, I didn't have to mess with Controller settings at all - the standard default worked a treat.
It's not a bit samey now for me (and I'm probably mid-to-late game), but regardless, after 100 hours, I'm not going to complain.
It works suprisingly well given the limitations of the Deck
I was surprised how well it worked. All settings on low, but it looked pretty decent. FPS wasn't great but it never got unplayable. Indoors and in simple scenes I was getting 30 FPS more often than not. Complex scenes outdoors with lots of other characters milling around (e.g. in a city) it would drop to the 22-25 FPS range. Once in a while if a lot of effects were going off at once (gunfire, grenades) in a big, complex setting I'd see it hit the high teens.
Not great, but not terrible. Playable. This isn't a twitch shooter in the first place, so while a little annoying at times it's something you can live with to play Stellaris on an airplane or taking a dump or whatever.
I'm hoping we get some performance optimizatoins down the road, this game runs like garabage on much more robust hardware. If that happens it could very positively affect the Deck as well.
The only real issue is how much battery it hoovers down. I'd say about an hour and a half of play time.

One crash
Forced Proton experimental. Other than that, it works out of the box. 20FPS might seem low, but it's stable, looks surprisingly good on the small screen, and gives me around three hours of play time with graphics on the lowest preset. It can easily run at 30FPS or better, but then the battery life suffers.
Given that performance on my Windows desktop with AMD 5950X and RTX 3090 is terrible, I'm actually surprised at how well this runs on Deck
The game does not support simultaneous controller and mouse/keyboard input. In fact, the game doesn't even let you see what the keyboard keybinds are if you access the menu via controller. So I set up a button to switch between controller and mouse/keyboard mode so that I could assign a button to auto-walk (there is no auto-walk keybind for controller); while in the mouse/keyboard mode, I have the joysticks send mouse/keyboard inputs. I set all this up just for the auto-walk feature. But if you want to use any keyboard keybinds that don't have a controller counterpart, you'll need to either do this or else switch to mouse/keyboard emulation entirely.
Controller and mouse/keyboard aren't supported at the same time, however this is not a fault of running on Proton. See rest of review
This game is an absolute mess, is buggy, and has lots of issues. However, the performance on Steam Deck is surprisingly good, especially given that the game runs poorly on high powered PCs. Save file synchronization between Deck and PC works perfectly (however, the game doesn't auto-save, so always remember to save, save, save).

Game literally ran perfectly with how it was configured. (all settings on low) Admittedly, the start/select button being reversed from a controller on PC did throw me for a loop though.

It seems Starfield works well on enough on the steamdeck. It might not be able to wow you with FSR'd 800p, but it works well enough.
If you walk away from the game for a bit, the right joystick no longer registers, but you get mouse in menus. A smaller bug is that the two start and select buttons seem to be flipped with the default layouyt.
The steamdeck is a great platform to play Starfield, especially if used as an "in between" system to work through the more mundane tasks between major misssions. However, if you are expecting the full visuals that BGS has been able to accomplish, it might not be an ideal platform.

Install this mod: https://www.nexusmods.com/starfield/mods/290 Just replace the Low profile and set the graphic setting in game to low. Most of the senario will be in steady 30 fps. If you don't want the blurry texture all the time, set the resolution to 70%, most of the senario will be 30fps, but not the New Atlantis, it will drop to about 20fps in the city.

Runs without issues with Proton Experimental (at least at the start of the game), the game is playable but the performance is not great; ~25fps with all low setting without FSR and about 30 with dynamic res and FSR, but that looks pretty bad, not worth it imho.
